Acquisition Workspace
Define the mission need, structure requirements, discover the appropriate work breakdown, and preserve traceability for downstream acquisition products.
Step 1 — Acquisition Context
Create or update the shared parent record for this acquisition.
Step 2 — Agency / DARPA Context
Capture planning context without implying that a final instrument has been determined.
DARPA Acquisition Profile
Step 3 — Mission Need Discovery
Define the problem and required Government outcome before decomposing requirements into work.
Mission Need Summary
Step 4 — Requirement Discovery
Translate the Mission Need into distinct Government requirements. COR Essentials uses qualifying questions to prevent the requirement from becoming a premature preferred solution.
A. What must the Government obtain or accomplish?
Identify distinct outcomes, capabilities, services, products, or results. Use one requirement per line.
B. What form should the requirement take?
Select all that describe the nature of the requirement.
C. What must be measurable or verifiable?
Capture technical metrics, performance outcomes, acceptance criteria, demonstrations, or other evidence of success. One item per line.
D. What Government boundaries or responsibilities matter?
Identify Government-furnished information/equipment, Government dependencies, security/access boundaries, or Government-retained responsibilities.
E. What should be explicitly excluded?
Identify known exclusions or scope boundaries to reduce ambiguity and later cost growth.
Draft Requirements
Requirement Qualification
Generate a qualification card for each draft requirement. Qualify each requirement independently before COR Essentials allows the requirement set to drive WBS Discovery.
Step 5 — WBS / Task Discovery
Determine how the work is naturally organized before assigning resources and costs.
A. How is this effort naturally organized?
Select all structures that apply. COR Essentials will use these to create an initial work hierarchy.
B. What major bodies of work are required?
Enter one major work element per line. For DARPA R&D, these may be technical areas, research thrusts, phases, experiments, prototype activities, test events, or transition activities.
C. What demonstrates completion?
Enter major milestones or deliverables, one per line.
D. Are there important dependencies?
Describe sequencing or prerequisite relationships that could affect schedule or cost.
Recommended Structure
Complete the discovery questions to generate a recommended structure.
Step 6 — Requirement Structure Review
Review the requirement-to-work relationship before later resource estimating begins.
Requirements
Initial WBS / Work Structure
Structure Quality Check
Primary + Supporting Requirement Traceability
COR Essentials first compares each work element against the actual requirement statements to identify the strongest primary relationship, then identifies plausible supporting requirements. Recommendations remain advisory until explicitly applied.
Step 7 — Resource Discovery / IGCE Foundation
Define the labor and non-labor resources required to perform each validated WBS element before assigning rates or calculating costs. Build 3.1 preserves the frozen Build 2 requirement-to-WBS traceability baseline and creates the resource-quantity foundation for later Cost Discovery and IGCE assembly.
WBS-Linked Resource Discovery
For each validated work element, define labor mix, non-labor resources, Government-furnished dependencies, assumptions, and the quantity Basis of Estimate. Add as many labor or non-labor rows as the work requires.
Resource Discovery QA
Diagnostic — Save Resource Discovery Click Path
This inspector does not change acquisition data. Click Save Resource Discovery once, then review which event stages actually fired.
Step 8 — Cost Discovery
Build 3.2.6 Cost Discovery QA validates the complete Cost Discovery chain: Step 7 resource linkage, labor and non-labor pricing, direct-cost roll-up, assumptions, indirects, calculation integrity, evidence completeness, persistence, and regression protection.
COR Essentials will calculate from the hours and hourly rates you approve. It will not invent labor rates or represent a calculated amount as a Government determination.
Labor Cost Discovery
Each row remains linked to its Step 7 resource through the stable Resource ID. Step 7 resource definitions are not rewritten by this screen.
Non-Labor Cost Discovery
Build 3.2.3 introduces the deferred Description capability here, adds user-supplied unit pricing and price-source evidence, and calculates transparent extended non-labor cost without rewriting the Step 7 resource definition.
Cost Roll-Up
Build 3.2.4 aggregates the validated Step 8 labor and non-labor cost records into WBS-level and acquisition-level direct-cost totals. Underlying cost records and Step 7 resource definitions are not rewritten.
Cost Assumptions & Indirects
Build 3.2.5 captures user-supplied cost assumptions and indirect rates with explicit source evidence and application bases. COR Essentials calculates from the rates you approve; it does not invent indirect rates.
Cost Discovery QA
Build 3.2.6 independently evaluates Cost Discovery completeness and calculation integrity. QA reports findings only; it does not silently modify Step 7 resources, cost records, rate evidence, assumptions, or indirects.
Step 9 — BOE Analysis
Build 3.3.2 extends the persisted BOE foundation with evidence and estimating-method analysis. It evaluates frozen Step 7 and Build 3.2 source records by WBS without rewriting resource, cost, source-evidence, assumption, indirect, or traceability data.
BOE Analysis Foundation
BOE Evidence & Method Analysis
Build 3.3.2 evaluates persisted pricing evidence, resource-quantity BOE support, estimating methodology, and calculation traceability for each WBS element. Analysis findings are stored separately from the frozen source records.
BOE Risk & Readiness QA
Build 3.3.3 converts persisted Build 3.3.2 results into a non-destructive WBS-level readiness assessment. It flags unresolved BOE findings and documents readiness for final IGCE assembly without inventing or rewriting source data.
Step 10 — IGCE Assembly
Build 3.4.1 creates the non-destructive IGCE Assembly Foundation from the frozen Build 3.3 Final readiness record. It establishes WBS-linked assembly records and summary status without rewriting Requirements, WBS, Step 7 resources, Step 8 costs, or Step 9 BOE analysis.
WBS Assembly Foundation
IGCE Cost Structure & Summary
Build 3.4.2 assembles the validated priced cost structure from frozen Step 8 source records and Build 3.4.1 WBS assembly dispositions. It preserves direct/indirect separation, identifies unpriced WBS elements, and reconciles the assembly back to authoritative source costs without rewriting them.
BOE Narrative Assembly
Build 3.4.3 assembles validated Build 3.3 BOE evidence and Build 3.4.2 cost structure into a non-destructive WBS-level narrative package. It carries forward authoritative basis, method, cost, evidence, risk, and review notes without inventing missing Government rationale or rewriting upstream records.
IGCE Review & Certification QA
Build 3.4.4 performs the final non-destructive control review before export. It verifies assembly integrity, authoritative cost reconciliation, BOE narrative support, evidence coverage, unpriced-WBS disclosure, mathematical integrity, and carried-forward review notes. It does not certify the IGCE or rewrite upstream records.
IGCE Export Package
Build 3.4.5 prepares a controlled, non-destructive export package from frozen Build 3.4.4 QA results. It snapshots the validated assembly, cost structure, BOE narrative, QA disposition, review notes, and priced/unpriced disclosures without certifying the IGCE or rewriting upstream records.
IGCE Export Rendering & Document Generation
Build 3.4.6 renders the frozen Build 3.4.5 export-package snapshot into controlled user-downloadable files. Rendering consumes the prepared package as its authority; it does not recalculate costs, change WBS dispositions, certify the IGCE, or rewrite upstream records.
Export QA & End-to-End Regression
Build 3.4.7 independently validates the frozen Build 3.4.1–3.4.6 IGCE chain and the rendered HTML, CSV, and JSON export content. QA is read-only with respect to authoritative acquisition, resource, cost, BOE, assembly, certification, export-package, and rendering records.

Production Release & Final Freeze
Build 3.4.8 closes the Build 3.4 IGCE production sequence by verifying the frozen Build 3.4.7 regression result and recording a non-destructive production-release baseline. It does not certify the IGCE, recalculate costs, or rewrite upstream records.
